On March 25, 2026, the live presentation of the ONCE-ECOPs Declaration was showcased at the United Nations Headquarters in New York. The Declaration was officially released by Professor Nianzhi Jiao , Chief Scientist of the Global Ocean Negative Carbon Emissions (Global-ONCE) Program, together with global youth representatives, at the ONCE Third Open Science Conference. Published in full under the title Early career ocean professionals' declaration on ocean negative carbon emissions for our ocean and future in the journal The Innovation in September 2025, the document embodies the collective voice of 98 early-career scientists from 48 countries and stands as a vivid testament to the Global-ONCE global collaborative network.

The Global-ONCE program operates through a network of regional hubs strategically established across Asia, Europe, North America, and South America. It currently comprises 116 partner institutions from 38 countries, progressively shaping a collaborative framework characterized by centralized coordination at the headquarters and differentiated development at each regional hub.
Global-ONCE is committed to convening leading research institutions and scientists worldwide to deliver scientific public goods and systemic solutions for global climate governance through theoretical innovation and technological breakthroughs. The program provides critical support for the coordinated advancement of international instruments including the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Convention on the Law of the Sea (UNCLOS), and the Agreement under UNCLOS on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement), thereby contributing to the achievement of global ocean governance and the Sustainable Development Goals.
