Global ONCE Chief Scientist, Academician Nianzhi Jiao, Delivers Opening Address at OOSC with "Triple REAL" Vision

On June 3rd, 2025, the One Ocean Science Congress (OOSC), jointly organized by the French National Center for Scientific Research (CNRS) and the French Research Institute for Exploitation of the Sea (IFREMER), was grandly opened in Nice, France. Global ONCE participated in the co-organization of this conference as a gold partner, and chief scientist, Academician Nianzhi Jiao, delivered a keynote speech at the opening ceremony, sharing with the world the innovative concepts and solutions for ocean negative carbon emissions, which attracted widespread attention and discussion.

In the face of the severe situation of global climate change, the key role of the ocean in the carbon cycle has become increasingly prominent. In his speech, Academician Jiao clearly pointed out that innovative solutions are urgently needed to achieve carbon neutrality goals, and Global ONCE was born for this purpose. "Global ONCE is real, triple real!" Academician Jiao's words were powerful and resounding. He explained the core philosophy of the ONCE plan in depth with the word "REAL":

l The triple R means, ONCE technical approaches are Reasonable, Realistic, and Reproducible

l The triple E means, ONCE Implementations are Ecological, Ethic and with Equity  

l The triple A means, ONCE objectives are Ambitious, Actionable, and Achievable

l The triple L means, ONCE Governance are Legal, by London Protocol and with Liability

At the end of his speech, Academician Jiao called: "We have only ONE world, ONE ocean. Let's take an action ! Together,We'll make a difference!" He called on all sectors of society to participate in the ONCE plan, promote the research and development and application of ocean negative carbon emission technologies, and contribute to the realization of global carbon neutrality vision and sustainable development goals.


The OOSC was held on the eve of the Third United Nations Ocean Conference (UNOC3), with the theme of "Empowering Ocean Action Through Science", covering cutting-edge issues such as deep sea carbon sinks and marine ecological restoration. Its results will directly serve the formulation of the Nice Ocean Action Plan and are of far-reaching significance to global ocean governance.
